International Policy Framework for the Use of Artificial Intelligence in Student Assessment in Dentistry: From Evidence to Consensus

Session synopsis: 

Artificial Intelligence (AI) is rapidly transforming higher education and poses both opportunities and challenges for student assessment in dentistry. As dental schools seek to balance innovation, academic integrity, assessment validity, and professional accountability, there remains a lack of internationally agreed guidance on the appropriate use of AI in undergraduate dental assessment.

This interactive session will present findings from three interconnected workstreams informing the development of an international policy framework for AI in dental assessment:

  • ⁠A scoping review of the current evidence on AI in undergraduate dental education assessment.
  • ⁠An international policy scan examining existing institutional and regulatory approaches to AI governance in assessment.
  • ⁠Preliminary findings from an international Delphi consensus study involving dental educators, assessment leaders, policymakers, digital education experts, and students.
Programme: 

Participants will explore emerging areas of consensus and debate, including academic integrity, authorship and disclosure, assessment validity, clinical competence assessment, governance, staff and student training, and the appropriate use of AI across different assessment formats.

The research study has received ethical approval from the RCSI Research Ethics Committee (REC Ref: 202507001). The study is being conducted in accordance with established standards for educational research, participant engagement, and data protection.

The session will conclude with a facilitated discussion and live consensus exercise. Attendees will be invited to contribute to the final stage of framework development through participation in the consensus process. Participation in this component of the session will be entirely voluntary and subject to informed consent procedures. Participants may choose not to participate or may withdraw from the consensus exercise at any stage without consequence.

This session aims to foster international collaboration and support the development of evidence-informed, transparent, and educationally sound policies for the responsible integration of AI in dental student assessment.

Deputy Director of the Restorative Dental Practice programme
UCL Eastman Dental Institute

Dr Peter Fine is Deputy Director of the Restorative Dental Practice programme at UCL Eastman Dental Institute, UK. He is also Director of the Master’s Degree in Sports Dentistry-Oral Health in Sport at UCL Eastman Dental Institute. He has supervised over 80 MSc projects at UCL Eastman Dental Institute and has lectured throughout the world in both educational and sports dentistry research topics. His current interests in educational research include the role of feedback in ongoing dental education; and in sports dentistry, his research interests include the use of mouthguards as performance enhancing devises and changes to salivary pH during exercise.

Dr Fine received the Association of Dental Education in Europe (ADEE) Mature Career Dental Educator Award in 2019.

 

Albert Leung

Professor of Dental Education and Head of Continuing Professional Development
UCL Eastman Dental Institute, UK

Professor Leung is the Foundation Head of the School of Dentistry at the Royal College of Surgeons Ireland, University of Medicine and Health Sciences (RCSI). Sponsored by the Irish government, he is leading the 2025 launch of a Bachelor of Dental Surgery (BDS) programme, which will become the first community-based undergraduate dentistry degree in Ireland, and the first new undergraduate dentistry programme in over a century.

Professor Leung qualified as a dentist from Dundee University (BDS), received an LLM from Cardiff University, an MA from King’s College London and a PhD from Portsmouth University. He holds the Fellowship in General Dental Surgery from RCSI, Fellowship in Dental Surgery from RCS England, and Fellowship in Dental Surgery from RCPS Glasgow. He is a Fellow of the College of General Dentistry, the Higher Education Academy, and the International College of Dentists. 

His main pedagogic research is in novel teaching techniques and assessment methodologies. His expertise is in integrated restorative based total patient care, innovations in dental education and the development of effective feedback tools to facilitate high quality teaching and learning. He publishes widely in dental education and restorative dental practice.

Professor Leung is a successful international dental educator with notable and consistent cooperative teaching, assessment, curriculum development and capacity building successes in three continents. Has an extensive international academic leadership, strategic, innovation, change management and capacity building portfolio in Dentistry. He has a strong track record on successful developments of new dental programmes, liaising with statutory and funding authorities, fostering collaborations across different jurisdictions. 

He was Professor of Dental Education, Head of Continuing Professional Development and Programme Director of the Restorative Dental Practice Masters at University College London (UCL) Eastman Dental Institute, having successfully supervised over 100 Masters' Dissertations. He has been the Academic Lead and Chief Examiner in clinical skills (dental manikin) for the UK General Dental Council's (GDC) Overseas Registration Examination (ORE) since 2016, having been an Examiner since 2004. He also Chairs the ORE2 Board for the Consortium which comprises the UCL Eastman Dental Institute, Queen Mary University of London, and the Royal College of Surgeons of England.     

Professor Leung served as Dean of the Faculty of Dentistry RCSI between 2020-2023, and was RCSI Vice Chancellor's Strategic Advisor between 2023-2024. He has achieved international distinction including receipt of the Association for Dental Education (ADEE) Excellence in Dental Education Mature Career Award in 2017.

Professor Leung is an External Examiner for the Peninsula Dental School, University of Plymouth. He is on the Editorial Board for the Journal Of Dentistry, and the Jordan Journal of Dentistry. He is on the Dental Schools' Council of Great Britain and Ireland.

Professor Leung received the Association of Dental Education in Europe (ADEE) Mature Career Dental Educator Award in 2017.

Chris Louca

Director and Head
University of Portsmouth Dental Academy

Professor Chris Louca BDS, BSc, PhD, AKC, FFD RCSI, FCGDent is the Director and Head of the University of Portsmouth Dental Academy. He is responsible for the undergraduate and postgraduate education of dentists, dental therapists, dental hygienists and dental nurses, with a strong emphasis on intra-and inter-professional learning. Chris has over 30 years’ experience of teaching, research, innovation and international accreditation/consultancy in dentistry. His previous academic posts include King’s College London and UCL Eastman Dental Institute. He has supervised 8 PhD and over 90 MSc students and his current PG students are researching topics in dental education, dental public health, and dental materials. He presents his work regularly at the International Association for Dental Research (IADR) and Association for Dental Education in Europe (ADEE) and other international conferences. Chris has published over 90 original articles in dental peer reviewed journals. He received the ADEE Mature Career Dental Educator Award in 2015.

Ingrid Tonni

Associate researcher
Dental School of University of Brescia in Italy

Dr Ingrid Tonni holds an Associate research position at the Dental School of University of Brescia in Italy, where she works in the orthodontic and gnathological departments and she has the assignment: "Orthodontic management of patients with cleft lip and palate". She obtained her PhD in 2011 following completion of a part-time study programme at Cardiff University looking at the development of agreed learning outcomes and the associated use and perceived value of a reflective E-Portfolio in a Specialist Orthodontic Training Programme. She has been a teacher at the the Dental School of University of Brescia in Italy for more than 10 years, supervising undergraduate and postgraduate students. She received the Association of Dental Education in Europe (ADEE) Young Career Dental Educator Award in 2015.  She presents her work regularly at national and international conferences and is author of several publications. Ingrid Tonni’s current research interests include education (assessment and feedback), orthodontics, asymmetry, gnathology, and Juvenile Idiopathic Arthritis. 

Isabel Olegário

Senior Lecturer in Paediatric and Primary Care Dentistry
RCSI School of Dentistry, Dublin, Ireland

Dr Isabel Olegário graduated with honours in Dentistry from the University of São Paulo, Brazil, where she also completed her Master’s, PhD, and Postdoctoral studies. In 2017, she undertook a split-fellowship PhD at the Academic Centre for Dentistry Amsterdam (ACTA). More recently, she completed the D.Ch.Dent in Paediatric Dentistry at Trinity College Dublin, where she also contributed as an Assistant Professor involved in undergraduate dental education for five years.

She is a Senior Lecturer in Paediatric and Primary Care Dentistry at the newly established RCSI School of Dentistry, where she leads the Professional Development and Research strands of the undergraduate dental curriculum. Alongside her academic role, she works in private practice at the Hermitage Hospital limited to paediatric dentistry with a focus on children requiring complex treatment, behavioural support and treatment under general anaesthesia.

Dr Olegário’s clinical and research interests include paediatric dentistry, cariology, and dental education. She has led and collaborated on international clinical trials and educational research, with publications in peer-reviewed journals and contributions to textbooks in paediatric dentistry. Her current projects focus on preventive and minimally invasive approaches to care for children, and on innovation in dental education and assessment. She is an Associate Editor of the European Archives of Paediatric Dentistry and has been elected as EAPD Councillor for Ireland.
